PUTRAJAYA: Prime Minister Datuk Seri Najib Razak today announced that 1.6 million civil servants will receive an annual salary increment effective July 1.

"This means that the civil servants will get an additional annual salary increment, besides the annual salary movement received this year," he announced at the 16th Civil Service Premier Message Gathering (MAPPA).

A loud applause from the 10,000 civil servants, who attended the annual event at the Putrajaya International Convention Centre (PICC), greeted his announcement.

Najib said the increment would involve an additional financial implication of RM1.46 billion.

He also shared a host of goodies for civil servants and government pensioners.

Among them include shortening the second time-based promotion period for implementer group officers, create a new promotion rank for education service officers, special grant of RM1 million for government pensioners associations, and extending medical facilities to parents of contract of service officers.

"I would like to announce that we will shorten the period for second time-based promotion for implementer group officers, to give them better career growth including the uniform units.

"The government has agreed to shorten the second time-based promotion period from 13 years to 10 years effective Jan 1, 2019 with an estimated additional financial implications of RM34 million which involve 13,006 officers,"

"The government has also agreed to create a new promotion grade – Grade DG56 – for education service officers who have been in Grade 54 for five years and shown excellent service. This will take effect on Jan 1 next year," he said, adding that this will give opportunity for 323 officers to get promoted, at an estimated financial implication of RM7.4 million.

Najib said the government will also extend the medical facilities to parents of contract of service officers, effective July 1. He said this will benefit the parents of 42,867 contract officers.

The prime minister also announced the allocation of an annual fund of at least RM3 million to the Congress of Unions of Employees in the Public and Civil Services (Cuepacs).

"The government has also agreed to provide a maximum of seven days unrecorded leave for non-Muslim civil servants to allow them to perform their religious activities starting January," he said.

The government has also agreed to a one-off one per cent increase of pension rate for 800,000 government pensioners from July 1 to Dec 31, on top of a special payment earlier in Jan.

"We will also give a special grant of RM1 million each to the Government Pensioners’ Associations, Malaysian Government Pensioners Foundation and 1Malaysia Government Pensioner Club,"

"Besides that, we have also agreed to provide a special haj quota for all government pensioners associations," he added.
